As those recruitment agency MDs and FDs who recently attended the ‘Decoding the Autumn Statement’ event on 6 December already know, QX Ltd is working on a compliance and payroll solution to manage the recent changes to the IR35 legislation for public sector off-payroll workers.
This well attended event with presentations from representatives of EY, APSCo, Gateleys Plc and QX Ltd went into a detailed review of the impact of these changes and looked at the solution QX is developing to help agencies not only run a new ‘deemed salary’ payroll but also help with the management of the IR35 contract review for the agencies’ public sector workers.
There is much concern from recruitment agencies that they have a little over 3 months to implement a technically complex payroll service and to couple that with a take-over of the responsibility of operating PAYE and NI contributions appropriately when a public sector PSC is classified as operating within IR35. As QX is a long-standing provider of payroll services to many recruitment agencies, they are well placed to take over this service from a wider range of agencies. They are in the fortunate position to use Merit Software as their main payroll software which has already developed an update to allow effective management of the new legislation.
